Nato nel 1972 in soli 30 giorni, l'edificio è l'espressione dell'architettura metabolista. Ogni unità abitativa, o capsula, era prefabbricata, poi attaccata al corpo centrale di una di due torri per formare due palazzi di 11 e 13 piani; l'idea era di rimpiazzare le capsule quando divenissero obsolete con altre più moderne, ma qualcosa non ha funzionato...
Comunque le capsule sono ancora utilizzate, sia come abitazioni che come uffici.
